What do you see as the three top issues facing Milton?
Financing the City services (police, fire, parks, Senior Center) without imposing additional financial burdens on our citizens while maintaining the safety of our community.
Providing appropriate Emergency Medical Services to all of our citizens ensuring that basic and advanced life support and that ambulances are available when needed.
Accepting the mandated population growth while protecting and maintaining Milton's character and culture that strives for a safe, caring, and welcoming community.
What measures would you support to keep your city living within its means?
We must constantly be vigilant and evaluate our City services to ensure that they are at the appropriate level and are delivered as effectively and as efficiently as possible. Partnering with other entities when appropriate to take advantage of the economies of scale and others expertise is important. Also creating a climate to expand "our means" by promoting economic development that would share the tax burden and bring valuable resources into our City would help.
Why are you the best candidate for this office?
It has been my passion to keep it that way by maintaining a safe, friendly community where everyone is welcomed and respected. I believe in being proactive in planning for our future especially in these difficult financial times. I have worked to cultivate relationships and promote our City throughout Pierce and King Counties, the region and State and have been rewarded by receiving grants, funding, partnerships and having legislation passed to benefit our community.
Personal Statement:
I want to make sure that our community remains safe and sustainable. Although we have financial resources to supplement during the financial down turn, we must make necessary changes to improve our fiscal health. As times change, so must the City of Milton in the way it does business. The challenge is to do so without losing the character and culture that makes us the City of Milton, the place we love to call home.
Experience: Milton and Fife School Board 1956-1962; Milton Planning Commission 1964-1974; Milton Council or Milton Mayor, except for six years, from 1976-2009; Tacoma/Pierce County Board of Health, including Chair one year,1998-2001; Pierce County Parks and Recreation Advisory Board 1997-2004; Co-chair of Pierce County Tobacco Advisory Board 2008-2009; North Pierce County Community Coalition Secretary 2008-2009.
Education: Fife High School 1944; American Institute of Banking 1968; Data Processing Institute 1972; Harvard School of Business short course "Managing the Computer" 1977. I have attended many training sessions sponsored by my former employer and the Association of Washington Cities.
What do you see as the three top issues facing Milton?
1. Finances are most critical in these times when development has almost ceased. Funds from new development was used to support General Government services, like Fire and Police Departments.
2. Maintaining adequate levels of services for Milton citizens. Our aging population is placing greater demands on the emergency medical services provided by the Fire Department.
3. Controlling operational and capital costs for the utilities in order to keep utility rates as low as possible.
What measures would you support to keep your city living within its means?
We need to set priorities on all expenditure, what has to be done, what we should do and then what we would like to do if funds were available. Unfortunately, operational costs for gas, parts and materials, health care and labor costs are all increasing. We should defer capital expenditures where it is possible until the economy improves.
Why are you the best candidate for this office?
I believe I have the most experience in management and administration. I have managed multi-state computer operations with a budget of $25,000,000 and staff of 300 people. Personnel management was an important part of this job. I have the most experience in planning and government operation. I have worked with the State Legislature to improve laws for cities. I have the best knowledge of government operations and a practical approach to developing laws for Milton.
Personal Statement:
I must admit to be intrigued with the challenge of public service. There is never enough money or time and there are always diverse opinions and positions. It is the function of the Mayor to manage the City operations and build a good working relationship with the City Council. Citizens concerns and complaints must receive a prompt response. I would in effect be a full time Mayor and I am available and willing to work.
